Gas heating – new obligations for owners
The regulation with the catchy name Ordinance on Securing Energy Supply through Medium-Term Measures (EnSimiMaV) is to apply provisionally for two years and provides for the following for private properties:
- Gas heating systems must be checked annually to ensure low flow temperatures and a reduction during the night.
- For large buildings with central heating supplied by natural gas, hydraulic balancing is mandatory. Optimal distribution of water in the radiators should make the heating systems more efficient.
- Inefficient, uncontrolled heating pumps in buildings with natural gas heating must be replaced.
The Ordinance on Securing Energy Supply through Short-Term Measures (EnSikuMaV) came into force on September 1, 2022. It will initially apply for six months and provides for the following for private properties:
- Clauses in residential rental agreements that oblige tenants to heat to a certain minimum temperature are temporarily suspended. However, tenants remain obliged to prevent damage to the property through appropriate heating and ventilation behavior.
- Private swimming pools and bathing pools, whether indoor or outdoor, may no longer be heated with gas or electricity, unless heating is absolutely necessary for therapeutic purposes.
- Gas suppliers and owners of larger residential properties must inform their customers or tenants in good time about the expected energy consumption, the costs and possible savings.
The measures adopted are intended to exceed the European Union's voluntary energy saving target of a 15 percent reduction in gas consumption compared to the average consumption of the past five years by the end of March 2023.
According to the Federal Ministry of Economics, around 20 percent of gas must be saved according to the current status "in order to avert a gas shortage." So far (as of September 19, 2022), five to eight percent has already been saved. The new regulation aims to reduce gas consumption by a further two to two and a half percent.
